Executive Director, Behavioral Health Network

Position: Executive Director, Behavioral Health Network
Location: Los Angeles & Orange County, CA (Multi-site); Onsite

Position Overview: The Executive Director will lead administrative, financial, operational and regulatory oversight for a premier Medi-Cal dual diagnosis treatment network spanning Los Angeles and Orange Counties. Key objectives are launching a new West LA outpatient clinic and overseeing management of an existing 77-bed inpatient facility. The Executive Director will steer the operational strategy to expand the network to 10 inpatient and 10 outpatient facilities over the next 3-5 years. 

Essential Key Responsibilities:

Strategy Leadership & Multi-Site Network Expansion

  • Drive operational execution of the organization's 3-5 year strategic plan to scale from single-site operations to a 20-facility network across LA and OC. 
  • Oversee site selection, operational readiness, local permitting, DHCS facility licensing, and staffing launches for all new inpatient and outpatient locations.  
  • Establish standardized operational workflows, policies, and standard operating procedures (SOPs) across all facilities. 
Regulatory Compliance, Licensing & Quality Assurance
  • Ensure strict adherence to California Department of Health Care Services (DHCS) regulations, Medi-Cal requirements, ASAM level of care standards, and accreditation bodies (Joint Commission of CARF).
  • Lead county-level contracting, audit preparation, and compliance monitoring across Los Angeles (SAPC/DMH) and Orange County Health Care Agency networks. 
  • Maintain comprehensive quality assurance, risk management, and HIPAA compliance programs across all locations. 
Financial Oversight & Budgeting
  • Full P&L responsibility for current and future facilities, managing multi-million dollar budgets. 
  • Optimize financial performance through efficient resource allocation, staffing model management, and labor cost control. 
  • Oversee Medi-Cal billing workflows, claims processing alignment, and reimbursement optimization under CalAIM and managed care contracts. 
Operational & Clinical Administration
  • Supervise senior leadership team, including Clinical Directors, Operations Managers, Medical staff, and Facility Managers. 
  • Foster a culture of clinical excellence, trauma-informed care, and employee retention across a diverse multidisciplinary team.
  • Collaborate with internal Business Development teams to align on census targets with operational capacity.
Required Qualifications & Experience
  • Minimum 7-10 years of executive leadership (Executive Director, VP of Operations, or Regional Director) in behavioral health, addiction treatment, or dual diagnosis facilities.
  • Medi-Cal & Regulatory Expertise will include deep operational familiarity with Medi-Cal, DHCS licensing, ASAM criteria, CalAIM initiatives, and Southern California county behavioral health systems (LA & OC). 
  • Proven experience expanding behavioral health facilities or launching new outpatient/inpatient locations. 
  • Education: Master's Degree in Healthcare Administration (MHA), Business Administration (MBA), Public Health (MPH), or a clinical field (MSW, MFT, PsyD, PhD) preferred. Bachelor's degree with extensive executive track record required.  
  • Core competencies: P&L management, regulatory audit readiness, strategic planning, team building, and multi-site organizational change management. 
Compensation: $180,000-$240,000 base salary DOE plus bonus and benefits.
